Ext3 is a kernel module - here's the last two lines from my /sbin/lsmod 
command
(Redhat 7.2 with stock kernel)

ext3                   64624   3 jbd                    40992   3  [ext3]


I dunno if that helps but you could try adding these modules to 
/etc/modules.conf
