Well now your in Reiser-Land and I've never used it, so can't help on that. 
Now you mentioned devfs in lilo.conf ... hmmm ...

Error 19, is, according to /usr/include/asm/errno.h, ENODEV => No Such 
Device. So either devfs is broken (never used it so don't know where to start 
debugging that) or the root partition you've specified doesn't exist in /dev 
( = broken devfs, a corrupt /dev or the wrong device given in lilo.conf).

I suspect you may want to head to the merry haven of www.google.com and 
groups.google.com and do some digging, unless somewhere here has any bright 
ideas :)
