Borland/Inprise (whatever they're calling themselves now) have a port of Jbuilder 4, seems very similar (although i havent
had much of a look, takes all day to load in 32mb of RAM :-).

I ant think of anything other than Jbuilder for drag and drop widget
layout etc. (unless theres GTK+ java bindings, and stuff for Glade), 
but most text editors (Vim/EMACS/nvi etc.) will do the syntax highlighting.
